This paper presents four case studies that are part of a larger study on admissions arrangements and impacts on school admissions for all local education authorities (LEAs) in England and Wales. It examines factors influencing the social composition of schools. A total of 23 LEAs completed interviews about their secondary school admissions arrangements. This article addresses an issue that has not been well explored in empirical research, namely whether local education agencies (districts) have an impact on student learning. We assumed that local district effects on learning would be largely indirect, mediated by how teachers work together in schools (in professional communities) and the quality of instruction that is provided.

The project aimed to look at the impact of boarding in state and independent boarding schools for children identified as ‘in need’, defined as those that require Local Authority support of some kind. It was intended to be co-funded with Local Authorities, boarding schools, the Department for Education (DfE) and other educational trusts. The project was proposed by a series of discussion with the local communities, review of baseline data, and also minutes of the MOSA meetings. At the initial start of the school project, MOSA will construct 4- class rooms, toilets, and staff houses, and also equip the school gradually with teaching materials, such as text books and the.
